Submission Details

The City of Harvey is seeking Statements of Qualification (SOQ) from professional engineering and planning consultants for Phase I Engineering Design of a sidepath and pedestrian overpass along Sibley Boulevard, from Dixie Highway to the Metra 147th/Sibley Station.

  • Deadline: Submissions must be received by 4:00 PM on October 29, 2025.

  • Late submissions will not be considered.

  • All SOQs will be reviewed by the City of Harvey Evaluation Team.


Submission Instructions

  • Submit hard copies in a sealed envelope clearly labeled:

    CITY OF HARVEY, IL SIBLEY BOULEVARD SIDEPATH AND PEDESTRIAN OVERPASS PROJECT

  • Deliver to:City of Harvey – City Hall15320 Broadway Ave. Harvey, IL 60426

  • SOQs will be scored and ranked, and the highest-rated firm will be awarded a contract.


Purpose

The purpose of this RFQ is to invite submissions from qualified engineering consultants to provide:

  • Sidepath design

  • Pedestrian overpass concepts

  • Community engagement services

The Phase I Engineering Design will cover a 2.08-mile section of Sibley Boulevard, from Dixie Highway to the Metra 147th/Sibley Station, within Cook County, IL.


Project Overview

This project focuses on the Phase I Engineering Design of a sidepath along Sibley Boulevard (147th Street), a key commercial, residential, and transit corridor in the City of Harvey.

Key components include:

  • A pedestrian overpass to ensure safe passage for pedestrians and cyclists.

  • Improved access to the City of Harvey and surrounding south suburban communities.

  • Integration with regional transportation infrastructure.


The project is funded through the Transportation Alternatives Program, administered by the Chicago Metropolitan Agency for Planning (CMAP).
