How to Draft a Best Practice Rental Regulation Guide

Dear Mayors, Managers, and Staff,


Over the last year, the Metropolitan Mayors Caucus has been working in partnership with the Center for Community Progress and a number of other regional partners to develop best practice rental policies for our member municipalities, including strategies for both home rule and non-home rule communities. While rental housing is an important part of every community’s housing stock, and most landlords are responsible owners, every municipality has some problem properties and landlords, especially in the many communities that have seen waves of foreclosures and REO sales in recent years.


 On Tuesday, October 13th the Caucus is hosting an event for municipal leaders to learn how to effectively regulate rental housing in their communities, including how to draft a performance-based ordinance that can actively encourage responsible rental property ownership and raise the bar for the quality of rental housing stock. Participants will learn from Alan Mallach of the Center for Community Progress and Brent Denzin of Ancel Glink about how smart rental regulation works and how to draft effective and legally-sound ordinances, and will hear from John Berley, Assistant Village Manager/Director of Community Development of the Village of Addison, Illinois, and Vickie Schleuning, Assistant City Manager of the City of Brooklyn Center, Minnesota, who will describe how performance-based rental regulation has made a difference in their communities. Strategies for both home rule and non-home rule municipalities will be discussed. Event details are included below:
