It’s a weekday afternoon at Avenue Flower Shop & Wine Bar in Oak Lawn, but nobody was in the large wine bar sipping a glass and it didn’t appear there were any customers lined up for a flower arrangement.

But, in a partitioned area between the wine bar and flower shop, all five video gambling machines were in use.
