Grant Opportunity: 2014 COPS Community Policing Development (CPD) Program

Community policing is a philosophy that promotes organizational strategies, which support the systematic use of partnerships and problem-solving techniques, to proactively address the immediate conditions that give rise to public safety issues such as crime, social disorder, and fear of crime. Community policing is comprised of three key components:

  1. Partnerships – Collaborative partnerships between the law enforcement agency and the individuals and organizations they serve to develop solutions to problems and increase trust in police.

  2. Organizational Transformation – The alignment of organizational management, structure, personnel, and information systems to support community partnerships and proactive problem solving.

  3. Problem Solving – The process of engaging in the proactive and systematic examination of identified problems to develop and evaluate effective responses.

The 2014 CPD Program will fund projects related to the following topic areas:

1. Microgrants Initiative, enhanced and expanded for FY 2014; 2. Microgrants Initiative Coordinator to support and facilitate the Microgrants Initiative; 3. Critical Response Technical Assistance; 4. COPS Office Community Policing Issues Forums; 5. Using Community Policing to Combat Violent Extremism; 6. Minority Youth Violence Prevention (MYVP) Site Coordinator and Evaluator; 7. COPS Office Community Policing Development (CPD) Continuation Funding; and 8. Tribal Training and Technical Assistance.

Eligibility:

This solicitation is open to all public governmental agencies, profit and nonprofit institutions, universities, community groups, and faith-based organizations. Proposals should be responsive to the topic selected, significantly advance the field of community policing, and demonstrate an understanding of community policing as it pertains to the application topic. Unless otherwise indicated, initiatives that primarily or solely benefit one or a limited number of law enforcement agencies or other entities will not be considered for funding.

Steps to Apply:

Completing a CPD application is a two-step process. Applicants are first required to register via http://www.grants.gov and complete an SF-424. The Grants.gov funding code for this solicitation is COPS-Community Policing Development Application 2014. Once the SF-424 has been submitted, applicants will receive an e-mail from the COPS Office with instructions on completing the second part of the CPD application through the COPS Office Online Application System.
