The Village Administrator serves as chief administrative officer for the Village and reports to the Village President and Village Board. The Village Administrator is responsible for managing the overall operation of all departments and ensures the laws, ordinances, and resolutions of the Village Board are implemented and enforced. Village Administrator Essential Functions: • Plans, organizes, and directs Village affairs to ensure a coordinated and efficient effort to meet the goals and objectives established by the Village Board and various Boards and Commissions • Conducts activities to develop and implement the village’s strategic and annual operating plans • Implements controls to monitor operations and to ensure compliance with applicable laws, regulations, rules, policies ordinances, and short and long term goals • Serves as Budget Officer and prepares and submits to the Village Board a recommended annual budget for Village operations and a recommended capital program and the annual appropriation ordinance • Monitors Village budgets throughout the year for compliance and viability • Performs analyses and administers long-term finance alternatives, including bonds, TIF monies and investments • Assists in the preparation of grant proposals and consults with granting agencies in securing and administering grants; completes required reporting and paperwork • Oversees the preparations of ordinances, resolutions and policies for the Village Board’s consideration and implementation • Attends all Village Board meetings, and other meetings of Village Commissions or Boards relevant to his/her duties • Makes recommendations to the Village Board on public policy and recommends the adoption of such measures deemed necessary or expedient for the health, safety, or welfare of the community or for the improvement of administrative services and the Village’s efficient operation • Interacts directly with the public to communicate the goals and priorities of the Village Board; solicits feedback on village issues, and resolves concerns • Negotiates and implements Village contracts including labor union agreements under Village Board direction and represents management at labor management committee meetings • Carries out supervisory responsibilities in accordance with policies and applicable laws and the development of employees including evaluations, discipline, and conflict resolution • Acts as public information officer for the Village with the responsibility of assuring that the news media is kept informed about the operations of the Village and that all open meeting rules and regulations are followed • Promotes the economic well-being and growth of the Village through public and private sector cooperation
Minimum Qualifications: 1. A Bachelor’s Degree in Public Administration, Business Administration or related field and has 5+ years of public sector administrative and managerial experience 2. Private sector business management experience is also preferred 3. Thorough knowledge of budgeting and financial government management including public financing techniques (TIF, bonds, grants) 4. Experience in strategic planning and implementation; have strong project management skills 5. Strong human resources background with experience working with unions 6. Considerable knowledge of governmental processes, services, economic development and planning (with knowledge of municipal golf course and other enterprise funds a plus) 7. Considerable understanding of planning, zoning, and applicable state laws governing municipalities 8. Considerable knowledge of state governance and its impact on local issues 9. Highly skilled and effective at oral and written communication (including preparing reports and making formal presentations)
