SUPERVISION RECEIVED Works under the supervision of the Village Manager SUPERVISION EXERCISED Supervises Building Custodians, Maintenance Workers, Mechanics, Meter Technicians, Water Operators, and Administrative Secretary. ESSENTIAL FUNCTIONS • Determines work procedures, prepares work schedules, and expedites workflow. • Issues written and oral instructions. • Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures. • Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations. • Maintains harmony among workers and resolves grievances. • Prepares composite reports from individual reports of subordinates. • Adjusts errors and complaints. • Prepares and documents budget requests; administers adopted budget in assigned area of responsibility. • Plans, organizes, coordinates, supervises and evaluates programs, plans, services, staffing, equipment and infrastructure including transportation, street, water, sewer, drainage, light, and park maintenance. • Reviews and supervises private project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans. • Coordinates the preparation of, or develops, engineering plans and specifications, coordinates required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria. • Coordinates the preparation of, or develops, reviews and updates the sanitary sewer, water, storm drainage, and street system maps, data base, and comprehensive plans. • Prepares and administers engineering budget in assigned area of responsibility. • Maintains the engineering library and infrastructure records. • Maintains and updates Village subdivision and public works standards. Assures as-built records of projects, and documents necessary changes for the operation and maintenance programs. • Reviews utility permits, street use permits, franchise utility permits, etc. • Assists in the evaluation of transportation and traffic impacts of development proposals, permits, rezones, plats, etc. Prepares traffic, utility and other studies and reports. • Provides intersection signal and channelization design.
