Lawrence Smith is retired from the Calumet City Police Department for nine years and continues to live in the house he purchased in 1978 — one whose backyard abuts Cook County Forest Preserve District property.
Which is a problem, because the garage of his house technically spills over the property line and onto forest preserve property.
