Position Purpose: Under the supervision of the Comptroller, performs a variety of complex, supervisory, professional, analytical and technical duties related to the accounting and finance functions of the City. Essential Functions: · Assists the Comptroller in planning, managing and directing the daily activities and operations of the Comptroller Department. · Generates and records monthly journal entries for cash transactions, payroll, interest, investments, revenue, taxes and administrative expenses. · Records cash receipts in ledger and reconciles cash receipts. · Performs various accounting functions such as balancing and reconciling ledger accounts as well as compiling and balancing reports. · Initiates banking transactions for approval and prepares the City's bank and trustee reconciliations. · Identifies, researches and resolves accounting complications. · Assists with fiscal year end reporting, annual audit, and annual budget processes. · Maintains financial records and activities while exercising confidentiality. · Maintains comprehensive, current knowledge and awareness of applicable laws and regulations. · Models high standards of performance and productivity. · Ability to prioritize work and meet deadlines. · Well-developed oral/written communication skills (including the ability to communicate complex numerical data effectively). · Attends City Council meetings and board meetings as assigned by the Comptroller. · In the absence of the Comptroller, manages and represents the department in all City financial matters. Qualifications: · Bachelor's degree in accounting or finance from an accredited university. · Three (3) to five (5) years of progressive accounting experience, preferably with Governmental or Not for Profit experience. · 1-2 years of management experience strongly desired. · SAAS-based payroll experience a plus. - JOB POSTING: Matteson Assistant Director of Finance
The Village of Matteson is seeking an exceptional candidate to fill the position of Assistant Director of Finance. This position is under the general direction of the Director of Finance. The Assistant Director of Finance assists in planning, organizing and directing the various functions of the Finance Department, including but not limited to, playing a key role in the development of the Village’s annual budget, leading the annual financial statement audit process, and directly overseeing the functions of payroll, accounting, bank reconciliations and accounts payable. In addition, the Assistant Director of Finance provides indirect oversight of the cashiering and water billing processes. The ideal candidate is required to have a bachelor’s degree in finance, accounting, business, or public administration. A minimum of five (5) years of experience, preferably in a community of comparable complexity. Strong knowledge of municipal finance practices, including GASB principles and accounting practices. Excellent organizational, managerial, analytical, oral, and written communication skills. Successful applicants will be required to undergo a background check, drug screening and physical at the expense of the Village. - IDOT Seeks Partners for South Suburban Airport Development
The Illinois Department of Transportation (IDOT) is inviting interested entities or groups to participate in a Request for Qualifications (RFQ) for the development of the South Suburban Airport (SSA). This commercial service airfield, set to serve the greater Chicagoland area, will be located on state-acquired land in Will County near Peotone, Illinois. Respondents are encouraged to submit their Statements of Qualifications to design, build, finance, operate, and maintain this project. This initiative marks a significant step forward in the ongoing efforts of local leaders to enhance economic development and infrastructure in our region. It is also a direct result of south suburban legislators that pushed for, and secured, Governor Pritzker’s support in 2023 for Public Act 103-0317 which required IDOT to develop a process for requesting contractors and other developers to submit plans. More recently, another measure related to the SSA was also signed into law, PA 103-0864 . which allows unsolicited bids to also be accepted, pursuant to the States Public-Private Partnerships for Transportation Act. IDOT’s RFQ, while long-awaited, could not have come at a better time. A recent study from the Illinois Economic Policy Institute issued and reported on by SSMMA and others earlier this month, found that building a cargo-focused airport in the south suburbs would create around 6,300 total jobs and “enhance economic activity in the region by $1 billion, an economic multiplier of $2.01 for every dollar invested, or $250 million per year. It will also boost state tax revenues by $27 million and local tax revenues by $18 million – or $45 million total – during construction.” The plan for an airport in the south suburbs has been proposed and discussed in various forms for decades but recent legislation and IDOT’s RFQ finally allow the private sector to become fully engaged. REQUEST FOR STATEMENT OF QUALIFICATIONS FOR ENVIRONMENTAL CONSULTING SERVICES RFQ Issue Date: Thursday, July 18, 2024 Submission Deadline: Monday, August 19, 2024 (5:00pm CDT) Interviews for Finalists: August 26 – 29, 2024 Notification of Award: Friday, August 30, 2024 The South Suburban Mayors and Managers Association (SSMMA), an intergovernmental agency serving 45 member municipalities within the south suburbs is requesting proposals from interested firms to provide environmental consulting services for their Brownfields Remediation Program as summarized in this Request for Qualifications (RFQ). If your team is qualified and experienced in performing and overseeing the described services, SSMMA would appreciate receiving your submittal. The deadline for submissions in response to this RFQ is 5:00pm CDT on Monday, August 19, 2024. Firms will be ranked based on the demonstrated ability to perform required services. Proposals should include: 1. Overview of firm’s background and experience in brownfield cleanup and project management; 2. Examples of similar projects conducted within the last five (5) years; 3.
