Introduction The City of Country Club Hills seeks information on potential qualified professional service firms for the development, redesign and hosting of the City’s municipal website. The City is targeting a re-release of the website by June 1, 2025. The current website can be found at countryclubhills.org. Background Information The City of Country Club Hills is a municipal government located in Cook County, Illinois, a suburb to the south of Chicago. The City hopes to enhance and redesign their website to (a) improve the delivery of municipal services to City residents (including online transacting), (b) make it easier to navigate the City website, and (c) deliver better information to City website users – residents, current business owners, prospective business owners and investors as well as visitors to Country Club Hills. In the RFI response, the City seeks high-level information from qualified vendors who would be able to provide this type of professional service, and then to prepare a preliminary budget. Depending on the results of the RFI process and budgeting, the Village may release a Request for Proposals (RFP) detailing more specific requirements at a later date. Purpose & Objectives The purpose of this RFI is to: 1. Identify experienced, qualified vendors capable of delivering a redesign of the website to City standards 2. EV Readiness Program • Purpose: Prepare for the growing demand for electric vehicles (EVs) and EV charging infrastructure • Funding: Credit of up to $7,500 for eligible vehicles under 14,000 pounds and $40,000 for vehicles over that weight • Deadline: September 30, 2024   Illinois Transportation Enhancement Program (ITEP) • Purpose: Fund projects aimed at improving transportation infrastructure by incorporating pedestrian, bicycle, and green space enhancements. • Funding: Up to $2 million per project, with 80% federal funding for eligible activities. • Deadline: September 30, 2024 Reconnecting Communities and Neighborhoods Program (RCP)  • Purpose: Remove infrastructure barriers that divide neighborhoods, improving connectivity, accessibility, and community cohesion. • Funding: Total $200 million in FY24 (Planning grant max award amount is $2 million and the Capital Construction Grant max award amount is $5 million). • Deadline: September 30, 2024   Conceptual Stormwater Projects • Purpose: Develop creative, localized solutions to manage stormwater, focusing on innovation to address community-specific flooding challenges. • Funding: Technical assistance is provided. • Deadline: November 29, 2024 Green Infrastructure Partnership Program (GIPP) • Purpose: Implement sustainable, nature-based solutions like rain gardens and permeable pavements to manage stormwater and reduce flooding. • Funding: Covers only the reimbursement of green infrastructure construction and implementation costs. • Deadline: December 31, 2024 Flood-Prone Property Acquisition Program (FPPA)  • Purpose: Acquire and demolish flood-prone properties, restoring the land to its natural state to reduce future flood risks. • Funding: FEMA’s cost threshold up to $360,000 per structure. • Deadline: January 31, 2025 Stormwater Partnership Program (SPP)  • Purpose: Partner with local entities on large-scale stormwater projects that address regional flooding through shared investment and long-term planning. • Funding: Varies by project; often involves cost-sharing agreements.
