The United States Environmental Protection Agency has developed a report and bid specification development tools for use by cities, counties or land banks undertaking large-scale residential demolitions.
The United States Environmental Protection Agency (U.S. EPA) Region 5 has recognized the challenge that vacant residential properties pose to communities throughout U.S. EPA Region 5 office, which includes the states of Indiana, Illinois, Michigan, Minnesota, Ohio, and Wisconsin. Region 5 has developed this report and the bid specification development tools based on the experience and knowledge of Region 5 staff and representatives of communities in Region 5. In recent years, the number of vacant, dilapidated, and abandoned residences has increased dramatically.
